6 mph burnouts
First pick the very last track (if you are just starting out with the basic tracks; the one on the far right) on 2 player mode. Make sure the tire damage option is turned on. Now pick a class S racing car with racing tires (i used the viper; also a basic starting out car). Now throughout the race drift as much as you can on pavement. Make sure your tires are as ruined as possible. On the second to last left turn, crash into the wall on the right hand side. Now turn right and gas and if the camera isn't showing the broad side of the car as you turn, let off the gas and hit the emergency brake. Without letting the car stop, let off the emergency brake and hit the gas again. You should be doing some hard donuts as the mph only reads 1-10. You can let go of the gas and hit it again and you should be able to keep doing this.
