First, make sure your inventory is NOT FULL. If you can hold up to 18 items, you need to make sure you have no more than 17 items in your inventory. Also, make sure that the equip slots are full of items other than what you are currently trying to make. Go to the work bench and make ONE of the bombs. Exit the work bench and look at your inventory. If you had 10 Molotov's before making the new one, you will still have the 10 original Molotov's in your inventory but you will now also have 11 NEW Molotov's equipped. Drop the Original Molotov's and pick them back up. You will now have 21 Molotov's equipped.

You can hold up to 30 Molotov's per inventory space. This means that by making ONE, you will now have 60 Molotov's in your inventory. Easy as pie!
