First create a backup. Use a text editor to edit the "progress.dat" file in the "\dreamcatcher\emergency fire response\save" folder. Change the value of the "Progress" entry to "9", and "Star" to "5" under the existing entries. Then, add the same line values for the remaining levels. You will now have all levels unlocked with 5 medals.
