After bringing your towns interest level to 100% in any of the six categories you will recieve a message telling you that a special guest will be waiting for you in the hotel. This Uber-Sim will be waiting in the hotel the next day.

Fashion Review Outfits
After getting four star rating, Elizabeth will hold fashion reviews at different locations. Consult the bulletin board outside of the casino to find out where the fashion review will be held. Go to the place where the fashion review will take place in the afternoon and wear the listed outfit below to impress her.
