Complete the game then talk to RoBoy to unlock the "Test Run" option. Earn "Jet" ranks to unlock the characters in test run mode

You have 18.00 seconds to grind all the way up there or she will jump off and go somewhere. Make the most of your grinding skill to jump and land on the rails.
