To simplify... Her Birthday has already passed (Halloween), and yours (pimpske) has yet to come, thus wishing herself happy birthday on here is late. 
Perhaps if she had used the word "belated," this would have been avoided, but it's okay, she's from Oklahoma, so we can't expect much out of her.
