I guessed it might be 4000, but im not sure.

It all depends on what your world rank is. at rank 10, my highest power level is a bit less than 3700, but like i said it all depends on your world rank.

Thanks. i am rank 9 and i need 20million money to be rank 10. but i saw a video of a guy getting arceus at 3700, and i figured that a heroic version would be 4000. you would have to be super lucky though.
