Which has the higher power level?

It still depends on what world rank you're on, and each time you befriend a pokemon, it's power level will be determined randomly. let's say you have an arceus and a mewtwo and let's say that arceus' power level is 3416 and mewtwo's is 3397. right now arceus' is higher but let's say that you get another mewtwo and it's power level is 3445. again it's all luck each time.

And think about this diealga, pokemon have base powers. if you catch a torchic and a blaziken in the same level at the same world rank, the blaziken will be stronger, simply because it has a higher base power and is more evolved. that means either one is stronger than the other, or they are both equal, so look carefully and take your pick.

Of course blaziken is more powerful than torchic. what i'm saying is that mewtwo and arceus are both legendary, of course they're both basic, and they are both equally as hard to get. that's why their power levels are almost alike.

Pokemon with higher hp and levels are more powerful, of course. you can see it when you switch pokemon. also, evolved forms are much more powerful, so they easily defeat weaker pokemon than themselves. it's that easy an answer!

You can differentiate the higher power level of your pokemon (that you befriend) every time you reach the end of a forest, meadow, or beach, after defeating the boss. it will be labeled "most powerful" in ranks.

And there is this cool rumor that not too many people know about. it says that the ring around arceus limits his power. this probably is not true, because this is the exact same mechanic that shadow the hedgehog uses, and i dont think pokemon would copy that. just a cool little fact. but besides that, im pretty sure that arceus might have a higher power level.
