You have to beat Dark Rust first, and after that, they appear at random. Yes they are real and the lead you to powerful legendaries.

Some times i get real lucky, but you need to have a shamin (sky form), reshiram, zekrom and the three legendary bird pokemon moltres, zapdos and articuno for a really, really cool pokemon to come out. Mine was mew the first time then it was mewtwo, then on my last try it was arceus!

You need to beat Dark Rust and then you'll be able to activate them anywhere. By going past these, you will find a legendary boss pokemon. High in attack and strongly recommended for the game.
