Sadly you cannot get shadow lugia in pokemon rumble. Anyone saying they have shadow luigia are lieing or textured their luigia to look like shadow lugia.

It is true. Shadow Lugia is indeed, fake. There is no such thing as if you go to the beach in the middle of the night, Shadow Lugia will just come up and battle you.
