At the final battle, you need you and your partner need to both grapple on to a big red door with bars, it kinda looks like a giant jail cell. than jump in to it and get the mini-kit. that's how i got him

You have to beat story mode on the last level Heros unite/final battle after the Joker Bot falls off of Wayne Tower and you beat The Joker The Joker Bot hits the ground and then you get to play as Flash and then after you beat the game you get Flash in your guy inventory.
