I beat the game but the story completion says 71 percent what do I do

Did you unlock the secret message at the end of the game you could be missing that

It means you haven't got every dream part, spirit, beaten every nightmare, gotten every trophy, beat Flick Rush, gotten every deck command, opened every chest, and/or unlocked the secret ending, etc. Has nothing to do with story, but 100%ing any game is hard!

If you defeat julius you will get the ultima weapon so did you do that alrwady or did you clear every secret portal
