You can't do that it's a hard buggy glitch that way but I believe after the next update they'll try there best in making buckets and other things like beds (answered bed question as well)

There is one way to get the whole map to flood with water but it'll take a long time. Break every single block in the map besides bedrock. Then the water from the ocean will cover up the whole map.
