Married level 6

How do you get married without them telling you to because my game is stuck on level 6 and it asked me to buy two lounges and i did but it didnt count it so i cant get passed level 6 because it wont say that i bought the two lounges. please help me

The way i did it was just being romantic until partners then asked to move in then proposed with silver ring and they were married
