Stuck on Level 9

I've done all my goals on Level 9 that I can possibly do. All the others such as buying various things or upgrading ships and merchants say 'Unlock in Level 10'. I've been on this for days now. The only one I could do is to chase away 50 pirates, but they seem to have stopped visiting me. HELP!
