Not using the same IP address. You would have to create on a different device.

Orrr....a factory reset on your phone. you'd have to go back and delete your first account if you hadn' talready though

It has nothing to do with your IP address. You do NOT have to delete your account. Wiping the phone works, and you can also use titanium backup to wipe the app data and change your android ID. Ten people with smartphones can all log in on wifi at the same time, so its not the IP address. I have 2 phones and 5 PK accounts/characters right now and I'm adding more. I have them all in a private city full of my crystal huts and oil wells.
