You need to look around more, there is a way to get out. If you take Kowalski and go to the side of his trap there is a ledge that you can use to jump up and out to help the others.

There is no ledge.. I have spent hours walking along the left side Jumping towards the ledge by the red penquin... I simply fall no matter what I do..

Once you free Kowalski look around for a pipe that shoots flames, you can't miss it. Once you get past the flaming pipe you will see skipper's badge thing and one of those computer things. Move Kowalski to the computer thing and press "y". This should open a door so you can go past a serious of blocks that go up (you don't need Kowalski's double jump for this). Then jump diagonally to a ledge on the right hand side. Keep jumping from platform to platform (you don't need Kowalski's double jump for this either). You will soon see one door that can be opened later and a little fence that can't move. You'll see this on the right. Move Kowalski up and keep jumping on the ledges until you see a door and a ledge that you will need Kowalski's double jump to reach. Once you reach the ledge you'll see a button that can free Rico from his cage. Then Rico will free Private (I should note that the ledge is beside the door and you only need the double jump to, get to the ledge, not the door).
