Stuck on Level 1 - The Crystal Staff of Lemurkhamen"

How do I 'collect and return the necessary parts to Kowalskis Wacky Workbench....'? The problem is that I can't find the parts, I can only move Kowalkski (not the other penguins). It seems that some barriers will only let certain penguins through but when I click on them, only Kowalski will work. Is that normal? Is the program damaged? What am I doing wrong?!!
