In Batman lego 2: how do I use robins toxic suite to shoot water on the toxic waste for batman to get through? it says to use "A" key and nothing is happening

First of all you need to find somewhere with water. Jump into the pool/fountain then Robin's tank will turn blue with water. Then press A to use.
