Where or how can i get bulbasaur or treeko? or any starter pokemon in pokemon conquest?

In GreenLeaf, I HAVE fought against a Treecko, so you might wanna look there for a while, as for Bulbasaur, I'm still looking myself :S

There is no bulbasaur that i know of in pokemon conquest.

You have trecko at the start of a side quest

Treeko is in Greenleaf's Ravine and Farm at Level 1. Bulbasaur isn't in Pokemon Conquest at all.
