When it snows in Winter, all the weeds are removed, so unless you use the "Weed-killer" cheats with an Action Replay or something like that, you could try time-skipping to Winter and then going back in time to your current day. That should work, unless it only works in a different version I'm thinking of. Won't hurt to try.
Other than that and cheats, pulling out the weeds by hand is the fastest thing to do. You can also use a shovel to dig the weeds easily out of the ground, then go into a building(you may also have to save and reset your game, I'm not sure) to make all of the holes go away. But considering you're character will occasionally turn to the hole next to where you're trying to dig so that they can fill it in, it's probably easier to just pull them up.

*Many cheats can be bugged, so I'd be careful if you decide to use one or two for simply getting rid of weeds.
