How do you beat blackout in hte city?

You just stay on the building and shoot him with your heavy weapon

Direction 1:when he's in helicopter mode just strafle shooting him with your normal blaster. then when he turns into robot mode,(here's a trick):shoot him with your heavy weapon but every once in a while walk up to him then get away from him as fast as possible (when you're getting away from him shoot him. p.s. with your heavy weapon.) why, you may ask, because when u come up to him he will freeze but you have to get away from him cause he will start to hit you if u don't get away from him. then after a while of doing the same thing he will go back to helicopter mode, then just follow direction 1.
