Were is the embered tower in Pokemon HeartGold?

You have to go to Cianwood city through the cave where the Cianwood city gym leader will approach you. Than go to the first cave in route 47. Go down the ladder and out to an island where you surf to another island where you rockclimb twice where Groudon will approach when you go through the opening. You have to defeat Red at Mt. Silver to do this.
