How do i get rock smash ?

When i was playing soulsilver, i went to route 36, when you go to violet city and the go up and left then when you're there keep on goin left unti you see a man in a pink t-shirt and blue trousers. He will give you rock smash and then you can go to ruins of alph where there is a lot of rocks and everything and you can find old amber,dome fossils and shards.When you get to the museum in Pewter city, you can make these things into real pokemon.(except the shards which you can trade to the guy near the pokemon center in violet city,he'll give you berries for them).
