You get the chocolate from zach the guy who sold alex the balloon earlyer on in the game

Get the whisk and flour then go to the dog and work magic on the dog until you bag the dog, once you have the dog, go to zac hes looking for the dog, he will then exchange the chocolate for the dog once you tap him. you need the dog before he will give you the chocolate.
