Why do i have one rock not two?

I tried to get to cobalion but the first square thing has no rock so i cant get across! but the other rock is there! wheres the other one?!?!? do i need to go to anoher cave and push a rock?! or did i do something wrong?! cause i cant get through cuz theres no rock for the first one! so i cant catch cobalion! :(
