You have to put on the cow mask. Then you go to the pull an tap him. He will follow you now.

If you didnt waste all the coins you have to go to the wishing well wish for..."i wish to be more attractive " and you get a cow mask. bulls are attractive to cows. anyway you put it on click on the bull and take it to the rancher
