Im stuck on level 3-9. Is there a cheat or something, like a plant list, for that level

I was stuck on that too try using this strategy put sunflowers but where you would place a peashooter go up one and put potato mine this lets you save sun for two columns of sunflowers then try repeaters first instead of peashooters
