How do I get the Pirate Sentry to walk into the casino?

The Pirate Sentry won't continue walking so I can follow him to the casino, this is the start of the Destiny for Harmonica quest is there something I need to do first?

Stay behind him, but don't get too close. When he turns around, back up. If he gets too close, you'll have to start again.
