I actually saw on a pokemon card this (it's not quote on quote but pretty much a paraphrase...) It thinks of its dead mother and cries........

I think that Cubone's mother was a Kangaskhan. The small baby which is carried by Kanghaskhan's puch was a Cubone without a skull. When Cubone's mother dies, he's/she's alone and ready for any battle he/she encounters. I don't know exactly why he/she has a skull on his face. Maybe to hide his/her activity.
