I already have all legend dogs and im trying to go were u catch deliberd and sunflora and i cant cus its lock..

If u havnt beaten all the admins, u'l have 2 beat 'em all

Exactly u have 2 beat the admins then put the badges in the correct pokeballs for example blue badge goes in blue pokeball

The Cipher Admins are hiding in the tower. Once you defeat the admins(Mirror B., Dakim, Ein, And the woman in the Under that has Shadow Suicune) you will get 4 badges. Put the badges in the right pokebadge slots, and the door will open.
