If you mean the zora's temple in lake hylia, then i know how. first make sure you have the water bombs (barnes' bomb shop after getting zora tunic) then go to the temple. it should be in the deepest part of the lake with two or more zoras swimming around. there should be a boulder blocking the entrance. there should also be a spot below the boulder that looks like a pile of rocks or a large crack in the ground, depending on what you think it looks like. it is in fact a crack, pull out a water bomb and blow it open (you need to have put on the iron boots to do this). you should see a lot of bubbles start rushing out. now pull out another water bomb and set it on the newly released upward current, or the bubbles if you prefer to call it that. you may have to wait a second or two before placing the bomb, to get the timing right. the current will cause the bomb to start floating up at a somewhat quick speed, maybe about half as fast as link swims. when it blows up, it should blow the boulder apart. now just swim inside and enjoy the slight confusion that nearly all first-timers get with this dungeon (it's a water dungeon. almost all water areas are confusing, annoying, or frustrating in some way for all first-timers. this seems to be the only water dungeon in a legend of zelda game that i actually enjoyed more than hated).
