Get 10 Sims Gardening anywhere in town.
So, I did it. I got all of my sims growing carrots. All 11 of them. And, it didn't go on to the next goal? What's up?

All the sims need do be at the same place

I bought 10 plots at one sim's house, and got 10 sims gardening at once - no go. So I did some searching (and had my sims work on their relationships while I did so), and tried again - now it worked!
