Where is the promotion r us place? I've looked everywhere on my map but its not showing up! Please help!

Well I had the same problem for ages but then when my baby became a toddler it was there.

I had to complete the goal I had which was to have 4 sims dance to the stereo. The I was able to build the pet store hobby shop and promos are us on the park to the left of the salon.
