How do u transfer resources from island to island?

You have to build a zeppelin harbor on each island to transfer resources

Seems no way to transfer resources & workers. only money can be shared.

You need the zeppelin to transfer goods. You cannot transfer people though. Each upgraded level on the zeppelin adds a balloon that you can use to transfer goods.
