If you are on Murdock isle you need to clear the growth, you know the weeds. The little men have nowhere to sit and rest. Just tap the invisible button, (the one that makes all the buildings disappear so you can see where the trees and weeds are growing), and tap on the brush to get a worker to come clear it. If they don't respond it's because they're unhappy and need some entertainment, i.e. ancient bar, cafeteria, hotel, ...etc.but they can't get to the bar, you say, That's right, cause they're stuck up in the fog on a parcel wishing for entertainment. So you need to go explore the fog tapping as you explore and they will start showing you their wishes! i found them way up on the right side. Now hit they're little wish buttons and once you've reeled them back in, quick hit a plant that you want gone to clear a space for them to come back to!
