How do you activate the idol on murlod island to remove mist

You have to complete all the tasks/goals and obviously buy the land. When it is ready you should be able to click on it and mend it. If you don't complete r right tasks it won't let you.. The blue tower things. Only when you have completed the right goals and bought the land can you select the option on the idol to activate it

I have completed to many quests trying to get the idol to work and its still not happening... What's the quest you have to do to allow you I use it? I currently have to build a hospital and tower houses. Am I nearly there.
