Game reloads when I click on my roadside stand
And when I click on the mailbox for the classifieds. Is anyone else having this issue today? If I delete the app and reinstall, will it start over from level 1? I don't want to lose the progress I have already done.

You will not lose progress. Because your progress is stored on their servers so long as you download it with the account you first downloaded it with you will not lose any progress. This is the same way you can have the game synced on multiple devices.
