Trying to plant the Lighthouse

Trying to buy the light house and it said to put it where it's highlighted but only high lights on my ship and the fish market so in other word I can't put it down anywhere on the land.

There is a tiny island off to the right of the main island, you should put it there. You may have to buy it first (I can't remember) but that is the only thing that will fit on that island besides a few decorations.
