How to get the fuel from the boat

I can't find the fuel in the sunken boat in the coral. When I touch the boat, the only quest I can do is destroy it with 3 dynamites.

There is an oil rig on the middle island on the right side next to the water. You must repair the rig and pump oil. Then you must purchase the oil refinery and it will produce fuel using the oil you pump. Hope this helps.
