Pilot's collection complete, but a unable to rescue?

I'm currently in level 21, and have found all of the pilot's items to complete his collection many quests ago, but I'm still unable to rescue him , even after having dragged the plane to the runway. Is this a glitch?

I have the same problem. Already rescued everyone else, but can't figure out what's needed to make the technician (pilot) free.
