Im fairly sure you need to buy the land she is standing on, so you need to expand your land out until you reach her.

I expanded to her...then I had a goal with 3 different things thatI had to do...In the end, you do all the work to finish the goal but then you cant recruit her.... waste of time.

She isnt that far from the oridional place where you first begin, she is North-West of the origional location

You have to expand your land directly to her direction. That's what I did and it worked! Once you have saved up some money to make a wider lot, you may do so.
