You are absolutely right, I think it is the first mission in which payment is essential for the challenge to be completed. Money grabbing top gear wh**es. And the permit thing. Absolutely disgusting.

I was struggling on this one for ages. The trick is to wait until the green light shows before pressing the accelerator peddle. (i.e DONT hold it down whilst the countdown is in process), this will give you a better start and shave a second of your time. Hope that this helps.
