When i try and line up the kill shot, i can't move the crosshairs across far enough. the boss walks up the street, then turns around and escapes all within a cpl of minutes, but at no point does he come into range of my targeting. how do i lure him deeper down the road or how can i move crosshairs further right than seems allowable.

I am guessing that the issue here is the boss moves along the same side of the street of your perch. When this happens to me, I wait til he is as far down the road as possible and then I am able to fire a warning shot with the rifle (or other bullet gun) which will warn everyone and get the boss running for cover (in line under your perch) and switch in time to the tranq gun (if needed) to put him to sleep or kill him with a regular gun. TIP: if you have to tranq him, be sure to hit him while he is running towards you. Then crouch down and wait for the mission to be over, it takes a few seconds for him to be put to sleep.

I had this issue before when the boss was on the same side of my perch. What I had to do was fire a shot to have the boss run towards me then shoot the exploding barrell to kill him.
