Thundercloud at the top

There is a thundercloud on the top of my hotel and when i tried to expand there it did take my coins but I did not get the expansion. Is this because of this cloud?

You won't see the expansion nor will the cloud move until the expansion is nearly complete.

I have one to. In your problem, instead of tapping the top of the hotel to expand it, you should go to the building menu and expand it from there. Hope this helps!!!
