I can't access habitats lv 14
I'm midway through level 14, and can't access any habitats

U have a limit of habitats u can buy, so if u can't buy other habitats, u have to sell otherones (but u can't if there are dragons in it), or wait for the next level.

If u buy one habitat once you level up, you have to reach the next level to get another

That happens to me, just sell the pants and a habitat you don't need
