Still can't find the spy in keena's quest

I am trying to find the spy in keena's quest for ipod. i have looked everywhere but no one has a yellow ! on their head. what am i supposed to do? is there a way i could forfeit te quest?

No, you just have to wait until stranger shows up who happens to be a spy. everyday new people come in your town and when he arrives, you can easily tell because of the yellow '!' above his head.
