Increase Energy Capacity

Is there anyway in Hometown to increase your capacity for energy. Mine is stuck at 22 which is insufficient. I tried building the windfarm but that doesn't seem to have helped.

I think it increases with certain levels I have 32 now have had for some time and I remember it was 27 some time before that :-)
