Goals unlocked not showing up to buy extra things

How do I get cityville hometown to recognize that I have finished all my goals so that can buy the one store and one building that I can only buy when my goals are finished and the lock goes off of it? Plz help ?

You have to carry on completing goals until one comes along that unlocks the building. E.g to unlock the town hall you have to do the tasks until one comes along saying 'a new mayor is about to be elected- build and complete a town hall to mark the occasion.' Hope this helps
