Can you move bedrock so that you can use it to get away from annoying people or drown them in a water filled mine???

No, you can not. You can get TNT and blow part of bedrock up. If you use a Nether Reactor on pocket edition on bedrock, it will replace bedrock with Netherack. You cannot mine it up.
